Hi Andrew, yes #3 looks like my dad, William J. Kelly. I have a photo of the same "Garage Pour Velos", but not as clear as yours. Couldn't swear to it, but I think this photo was taken in Waterloo, Belgium.
Hi Lorraine, I'll bet this is Waterloo. In my grandpa's album this photo appeared among other photos that I definitely know were Waterloo. I wasn't too sure, because there's always the chance that my grandpa placed it in the wrong order. He did label a couple photos of Antwerp as "Paris."
